Demanda de inconstitucionalidad contra el inciso 2º del artículo 3 de la Ley 33 de 1985 y del artículo 18 de la Ley 100 de 1993. el demandante pretende que se declare la inconstitucionalidad de las disposiciones acusadas, por vulnerar los artículos 13, 48 en incisos 3 y 12 y el 53 de la Constitución Política.
La Corte considera que la argumentación del actor no satisface la necesidad de demostrar que la oposición entre la norma legal y la constitucional provienen de una contradicción real entre los dos regímenes.
La Sala decide declararse INHIBIDA para emitir un pronunciamiento de fondo, por ineptitud sustantiva de la demanda.
