Primero. REVOCAR la sentencia proferida por el Juzgado el Juzgado Treinta y Tres del Circuito de Bogotá, el 31 de Enero de 2002. En su lugar, TUTELAR el derecho fundamental de petición de la señora Clara Zuluaga Zuluaga.
Segundo. ORDENAR a la Caja Nacional de Previsión Social, con sede en Bogotá, o quien haga sus veces, que dentro del término perentorio de cuarenta y ocho (48) horas a partir de la notificación de esta providencia, resuelva, si aún no lo ha hecho, el recurso de apelación interpuesto por la señora Clara Zuluaga Zuluaga contra la Resolución No. Resolución 012107 de mayo de 2001.
Tercero. Por Secretaría General, líbrese la comunicación prevista en el artículo 36 del Decreto 2591 de 1991.
