Primero. REVOCAR, por las razones expuestas en la parte considerativa del presente fallo, la Sentencia proferida por el Juzgado Promiscuo Municipal de Tarazá -Antioquia-, el día 17 de octubre de 2000.
Segundo. CONCEDER la tutela para la protección del derecho de petición del señor José Uladislao González Zapata. En consecuencia, ORDENAR a la Alcaldesa Municipal de Tarazá, Antioquia que en el término de quince (15) días contados a partir de la notificación del presente fallo, responda la solicitud de reconocimiento y pago de pensión gracia que le ha formulado el demandante con base en los documentos que en su oportunidad éste anexo a su petición.
Tercero. Se remitirá copia de esta sentencia a la Procuraduría General de la Nación para que se investigue la conducta disciplinaria de los servidores públicos que hubieren dado lugar a la violación del derecho que se protege.
Cuarto. SÚRTASE el trámite previsto en el artículo 36 del Decreto 2591 de 1991.
