- PRIMERO. REVOCAR la sentencia de 21 de abril de 1995, proferida por el Tribunal Administrativo del Meta en el asunto de la referencia.
- SEGUNDO. CONCEDER la tutela del derecho de peticion y del derecho a acceder a los documentos publicos, en consecuencia ORDENAR al Jefe de la Division de Archivo General del Ministerio de Defensa Nacional que si todavia no lo ha hecho, proceda a establecer y a certificar, dentro del improrrogable termino de 10 dias contados a partir de la notificacion de esta sentencia, el tiempo de servicio militar prestado por Manuel Simon Guevara Agudelo, previo analisis de la totalidad de la documentacion disponible conforme a la normatividad aplicable en este evento.
- TERCERO. LIBRENSE las comunicaciones de que trata el articulo 36 del Decreto 2591 de 1991.
