- en nombre del pueblo y por mandato de la Constitucion,
- R E S U E L V E:
- Primero. ESTARSE A LO RESUELTO en la sentencia C-041 de 2004, que declaro INEXEQUIBLES las expresiones "y en los eventos relacionados con los demas mecanismos de participacion constitucionalmente autorizados" y "o el dia en que deba realizarse un evento de participacion ciudadana de caracter nacional o territorial" contenidas respectivamente en los articulos 2o y 6o de la Ley 403 de 1997.
- Segundo. Declarar EXEQUIBLE frente al cargo planteado el articulo 1deg de la Ley 403 de 1997, en el entendido que la expresion "mediante el voto" esta referida a que tambien participa quien se abstiene de votar.
