Demanda de inconstitucionalidad contra la Ley 1680 de 2013, por la cual se garantiza a las personas ciegas y con baja visión, el acceso a la información, a las comunicaciones, al conocimiento y a las tecnologías de la información y de las comunicaciones.
El actor formuló un cargo contra la totalidad de la Ley 1680 de 2013, por vulneración del artículo 152 de la Constitución, referido a la reserva de ley estatutaria.
Igualmente, presentó un cargo contra el artículo 12 de la mencionada norma, por desconocimiento del artículo 61 de la Constitución Política.
Al constatar que se configuró el fenómeno de la cosa juzgada constitucional, porque en pronunciamiento anterior se resolvió sobre cuestionamientos esencialmente idénticos a los planteados en el presente caso, la Corte decidió ESTARSE A LO RESUELTO en la sentencia C-035/15.
