- en nombre del pueblo y por mandato de la Constitucion, oido el concepto del Procurador General de la Nacion y surtidos los tramites que ordena el Decreto 2067 de 1991,
- R E S U E L V E :
- Primero. Declaranse INEXEQUIBLES, por ser contrarios a la Constitucion, los articulos 11 y 12 del Decreto 2591 de 1991.
- Segundo. Declarase INEXEQUIBLE, dada su unidad normativa con los preceptos mencionados, el articulo 40 del mismo Decreto.
- Tercero. Declarase EXEQUIBLE el articulo 25 del Decreto en mencion.
