- Primero. REVOCAR las sentencias proferidas por el Tribunal Superior de Cartagena en las tutelas instauradas por los ciudadanos Julio Cesar Salgado, Andrés Antonio Muñoz, Wilfrido Ramírez, Ismael Montes Martínez, Hernan Hernández, Jhon Beleño Salcedo.
- Segundo. CONFIRMAR las sentencias proferidas el Juzgado Civil del Circuito del Carmen de Bolívar en todos los procesos de la referencia, y fechadas en octubre 15 de 1996.
