- Primero. CONFIRMAR, por las razones expuestas en esta providencia, la sentencia de primera instancia proferida el día 20 de mayo de 1999 por el Juzgado
- Décimo. Civil del Circuito de Medellín por medio de la cual concedió como mecanismo transitorio de garantía de los derechos fundamentales al debido proceso y de acceso a la administración de justicia la tutela impetrada por la Empresa de Transporte Masivo del Valle de Aburrá contra la Cámara de Comercio de Medellín y el Consorcio Hispano Alemán. Esta medida permanecerá en vigencia hasta tanto se profiera providencia definitiva por el juez competente de la controversia contractual entre las partes.
- Segundo. Por Secretaría, líbrese la comunicación prevista en el artículo 36 del Decreto 2591 de 1991.
