- Cuarto. Civil del Circuito de Santafé de Bogotá y de la Sala Civil del Tribunal Superior del Distrito Judicial de la misma ciudad, proferidas el 13 de diciembre de 1996 y el 13 de febrero de 1997, respectivamente, en cuanto denegaron la tutela a los derechos a la igualdad, debido proceso y trabajo del actor Raúl Ernesto Morales López, por falta de competencia y con base en los motivos expresados en esta providencia.
