Los actores presentan la demanda de inconstitucionalidad contra el Acto Legislativo 05/2011 por incurrir en un vicio de competencia que terminó por sustituir la Constitución.
La Corte evidenció la ausencia de los requisitos exigidos para pronunciarse sobre la inconstitucionalidad de un acto reformatorio de la Constitución y en tal sentido resolvió INHIBIRSE para emitir pronunciamiento de fondo.
