- Primero. DECLARANSE EXEQUIBLES los artículos 1, 2, 3, 4, 5, 6, 7, 12 y 14 de la Ley 23 de 1991.
- Segundo. DECLARANSE EXEQUIBLES los artículos 5, numeral 8; 11, numeral 6; 20, numerales 7 y 8; 27; 28; 32; 35; 36; 37; 38; 43; 48; 67; 70 y 72 del Decreto 2324 de 1984, con excepción de la palabra "regular", del artículo 5º, numeral 8, respecto de la cual, por haber operado la cosa juzgada, deberá ESTARSE A LO RESUELTO por la Corte Suprema de Justicia en fallo No. 63 del 22 de agosto de 1985.
- Tercero. DECLARASE EXEQUIBLE el artículo 5º, numeral 27, del Decreto 2324 de 1984, con excepción de las palabras "por violación a otras normas que regulen las actividades marítimas", que se declaran INEXEQUIBLES.
