Competencia . Para la investigación y fallo de los accidentes o siniestros marítimos ocurridos dentro de las áreas de jurisdicción establecida por el artículo 2º del presente Decreto, serán competentes el respectivo Capitán de Puerto en Primera Instancia y el Director General Marítimo y Portuario en Segunda. Igualmente serán competentes para investigar y fallar accidentes o siniestros ocurridos fuera de las áreas de jurisdicción de la Dirección General Marítima y Portuaria, cuando el primer puerto de recalada sea colombiano.
