- Primero. Declarar EXEQUIBLES el artículo 50 del Decreto 444 de 1967, en lo acusado, el artículo 19 del Decreto 2976 de 1968, en lo acusado, y los numerales 7 y 12 del artículo 14 de la ley 7 de 1991, en el entendido de que las regulaciones que estos organismos establezcan, en desarrollo de sus competencias legales, deben supeditarse a las jerarquías normativas superiores, particularmente a las leyes marco en materia de comercio exterior, en los términos del artículo 150, numeral 19, literal b), de la Constitución, y a los reglamentos que el Presidente dicte para regular el comercio exterior, y que el Congreso y el Presidente conservan la plenitud de sus atribuciones en este campo.
- Segundo. Declarar EXEQUIBLES el artículo 69 de la ley 6ª de 1992 y los artículos 129 y 141 numeral 3º de la Ley 223 de 1995.
