Funcionamiento del Instituto. El Instituto Colombiano de Comercio Exterior reemplaza, a partir de la fecha de vigencia del presente decreto, a la actual Superintendencia de Comercio Exterior en la totalidad de sus funciones, derechos y obligaciones. Las funciones de las dependencias y de los empleados de la actual Superintendencia, podrán ser modificadas por el Director del Instituto, a efecto de dar cumplimiento a las disposiciones del presente Decreto.
