Sin perjuicio de la libertad de exportación y con miras a estimular y facilitar la actividad exportadora de carácter permanente, establécese el registro de exportadores en la Superintendencia de Comercio Exterior, entidad que lo reglamentará. El registro de exportadores estará exento de todo gravamen o derecho. En el caso de exportadores de café el correspondiente registro se efectuará con el visto bueno de la Federación Nacional de Cafeteros de Colombia.
