- Primero. REVOCAR la sentencia de fecha 10 de marzo de 1997, del Juzgado Diecinueve Penal Municipal de Santafe de Bogota, por medio de la cual se nego la tutela impetrada.
- Segundo. INAPLICAR para el caso concreto el literal f) del art. 15 del decreto 1938 de 1994 en cuanto excluye el suministro de sillas de ruedas a los ninos dentro del Plan Obligatorio de Salud.
- Tercero. CONCEDER la tutela impetrada promovida por Luz Alba Vaca Ruiz contra el Instituto de Seguros Sociales -ISS, para proteger los derechos a la salud y a la seguridad social de su menor hijo Miguel Angel Ramirez Vaca.
- Ordenase al Instituto de Seguros Sociales ISS que en el termino de 48 horas suministre al menor Miguel Angel Ramirez Vaca la silla de ruedas ordenada por su medico.
