- Primero. REVOCAR el fallo adoptado por el Tribunal Administrativo de Norte de Santander el 29 de octubre de 1998 y, en su lugar, tutelar los derechos al debido proceso y al trabajo de Jorge Eliecer Vargas Neira.
- Segundo. ORDENAR al Instituto Nacional de Vivienda de Interés Social y Reforma Urbana -INURBE-, que si aún no lo ha hecho, dentro de las cuarenta y ocho (48) horas siguientes a la notificación de esta providencia, proceda a cumplir con las òrdenes que profirió en su contra el Tribunal Administrativo de Norte de Santander en la sentencia del 18 de febrero de 1997 -mediante la cual decretó la nulidad de la resolución No. 019 del 5 de enero de 1990-, so pena de las sanciones previstas en el Decreto 2591 de 1991 para el desacato.
- Tercero. PREVENIR a dicho instituto para que no vuelva a incurrir en las omisiones que dieron origen al presente proceso.
- Cuarto. COMUNICAR esta providencia al Tribunal Administrativo de Norte de Santander para los efectos previstos en el artículo 36 del Decreto 2591 de 1991.
