- PRIMERO. REVOCAR la sentencia proferida por el Consejo de Estado, Seccion Segunda, el 12 de junio de 2003, por las razones expuestas en el presente fallo.
- SEGUNDO. CONCEDER la tutela presentada por el senor Odin Sanchez contra la
- decision de 19 de julio de 2002 que resolvio el recurso de suplica, en cuanto se incurrio en via de hecho en tal decision y se le impidio al accionante el acceso a la administracion de justicia. En consecuencia, se deja sin efecto el auto de 19 de julio de 2002 objeto de esta tutela y queda en firme el auto de 19 de junio de 2002, proferido por el Magistrado Ponente doctor Dario Quinonez Pinilla, segun el cual se aceptan las publicaciones del edicto y se ordena continuar con el tramite del proceso electoral que el senor Odin Sanchez presento en el Consejo de Estado, Seccion Quinta, contra los senores Edgar Eulises Murillo y Dario Cordoba Rincon. Para estos efectos, se ordena el desarchivo del expediente y la continuacion del citado proceso electoral.
- TERCERO. Librense por la Secretaria las comunicaciones de que trata el articulo 36 del Decreto 2591 de 1991.
