- Primero. REVOCAR el Fallo proferido por el Tribunal Administrativo de Cundinamarca, Sección Segunda, Subsección B, el 13 de agosto de 1999, al resolver sobre la acción de tutela incoada por Ivan Mancera Prieto contra la Alcaldía Menor de Santafé, Localidad Tercera y, en su lugar, CONCEDER la protección a los derechos a la dignidad humana, a la igualdad, al trabajo y al debido proceso.
- Segundo. ORDENASE a la Alcaldía Menor de Santafé, Localidad Tercera, que dentro del término de las cuarenta y ocho (48) horas siguientes a la notificación de la presente providencia, ubique al señor Ivan Mancera Prieto en un lugar adecuado a sus condiciones físicas y apto para que pueda seguir desempeñando el trabajo de vendedor ambulante que ejerció durante varios años, en condiciones dignas y justas.
- Tercero. El desacato a lo aquí dispuesto acarreará las sanciones previstas en el artículo 52 del Decreto 2591 de 1991.
- El Tribunal Administrativo de Cundinamarca supervisará el exacto cumplimiento de lo que en esta providencia se ordena.
- Cuarto. Por Secretaría, LÍBRESE la comunicación de que trata el artículo 36 del Decreto 2591 de 1991.
