Demanda de inconstitucionalidad contra el artículo 28 de la Ley 1744 de 2014, por la cual se decreta el presupuesto del Sistema General de Regalías para el bienio del 1º de enero de 2015 y el 31 de diciembre de 2016.
El demandante considera que el apartado acusado vulnera el artículo 361 de la Constitución, específicamente los principios de descentralización y autonomía, los cuales gobiernan el régimen constitucional de las entidades territoriales.
La Falta de certeza en los cargos presentados condujo a la Corte Constitucional a INHIBIRSE de adoptar sentencia de mérito, en razón a la ineptitud sustantiva de la demanda.
