Primero. Declarar INEXEQUIBLES los articulos 2o articulos 3o. 4o y 5o literales a). b), c), d) y e) del proyecto de ley No. 196/95 Senado, 329/95 Camara, "por el cual la nacion honra la memoria del escritor y poeta narinense Emilio Bastidas, en el vigesimo aniversario de su fallecimiento",.
Segundo. Teniendo en cuenta que el proyecto de No. 196/95 Senado, 329/95 Camara, "por el cual la nacion honra la memoria del escritor y poeta narinense Emilio Bastidas, en el vigesimo aniversario de su fallecimiento" es parcialmente inexequible, por Secretaria General enviese el expediente al Secretario General del Senado de la Republica para que de aplicacion a lo previsto en el articulo 167 de la Constitucion.
