- segundo. del proyecto de Ley No. 129 de 1994 del Senado de la República y 139 de 1995 de la Cámara de Representantes, en consecuencia declarar EXEQUIBLES los mencionados artículos pero sólo en cuanto no vulneraron los artículos 58, 287, 356, 357, 360, 361 y 362 de la Constitución Política.
