- tercero.
- Segundo. En cuanto a la expresión "el gobierno nacional podrá establecer un régimen de estímulos salariales y no salariales, los cuales en ningún caso constituirán salario", contenida en el artículo 193 de la ley 100 de 1993, ESTESE A LO RESUELTO en la sentencia C-408 de 15 de septiembre de 1994.
