- Primero. REVOCAR las sentencias proferidas por el Juzgado Penal del Circuito de Acacias (Meta) y por la Sala Penal del Tribunal Superior de Villavicencio, que negaron la tutela solicitada por el senor German Preciado Rivera y, en su lugar, TUTELAR los derechos fundamentales a la dignidad humana y el libre desarrollo de la personalidad del mismo.
- Segundo. ORDENAR a las directivas de la Penitenciaria Nacional de Acacias (Meta), que en el futuro impartan las ordenes pertinentes al personal de peluqueria de la misma para que el corte de cabello del senor German Preciado Rivera no sea rapado o a raiz y tenga una longitud suficiente para cubrir la cicatriz que el mismo tiene en una parte de la cabeza.
- Tercero. Por Secretaria librese la comunicacion de que trata el articulo 36 del Decreto 2591 de 1991.
