- Segundo. Penal del Circuito de Riohacha (Guajira) y, en su lugar, CONFIRMAR, exclusivamente por las razones expuestas en este fallo, la decisión del 21 de mayo de 2003 emitida por el Juzgado Promiscuo Municipal de Uribia (Guajira) que negó el amparo de los derechos invocados en las acciones de tutela instauradas por Esteban Iguarán González, Carlos Sosa Castro, César Torres Rincón, Edgar Torres Rincón, Alfredo Manjarrés Gaviria, Jhon Jaime Parías Espinosa, Erlis Antonio Rodríguez Chávez y José Héctor Murillo Asprilla contra la Dirección Local de Impuestos y Aduanas Nacionales de Riohacha (Guajira).
