Revisión de constitucionalidad de la Ley 1347 de 2009 “acuerdo entre el gobierno de Colombia y la Organización de las Naciones Unidas para la Educación, la Ciencia y la Cultura (UNESCO) relativo al establecimiento del centro regional sobre la gestión del agua en las zonas urbanas para América Latina y el Caribe, bajo los auspicios de la UNESCO”.
La Corte se pronuncia sobre la naturaleza del control de constitucionalidad de las leyes aprobatorias de tratados, pasa realizar la revisión sobre los aspectos formales de la norma estudiada, por último pasa a realizar un análisis sustancial de constitucionalidad, se concluye que respecto al aspecto formal el Estado estuvo debidamente representado durante el proceso de negociación, celebración y suscripción del Acuerdo, además se observaron las reglas propias del trámite legislativo que precedieron la aprobación de la ley, por otra parte la norma estudiada se adecua a los postulados constitucionales en materia de protección al medio ambiente, el manejo y aprovechamiento de los recursos naturales en el marco del desarrollo sostenible, en consecuencia se declara Exequible.

Declarar EXEQUIBLE el "ACUERDO ENTRE EL GOBIERNO DE COLOMBIA Y LA ORGANIZACION DE LAS NACIONES UNIDAS PARA LA EDUCACION, LA CIENCIA Y LA CULTURA (UNESCO) RELATIVO AL ESTABLECIMIENTO DEL CENTRO REGIONAL SOBRE LA GESTION DEL AGUA EN LAS ZONAS URBANAS PARA AMERICA LATINA Y EL CARIBE, BAJO LOS AUSPICIOS DE LA UNESCO", suscrito en Paris, Francia, a los veintiocho (28) dias del mes de septiembre de dos mil siete (2007)".
- Segundo.
