- Primero. Declarar EXEQUIBLE la "CONVENCION SOBRE PRERROGATIVAS E INMUNIDADES DEL ORGANISMO PARA LA PROSCRIPCION DE LAS ARMAS NUCLEARES EN LA AMERICA LATINA (OPANAL)", hecha en ciudad de Mexico, D.F., el veintitres (23) de diciembre de mil novecientos sesenta y nueve (1969), con excepcion de los dos siguientes ordinales, cuya constitucionalidad se condiciona asi: el ordinal 1o del articulo 2o es exequible en el entendido de que si surge una disputa juridica entre un habitante del territorio y OPANAL, cuando este actue como un particular o sometido a las normas de derecho interno o supranacional, podra apelarse a los mecanismos judiciales consagrados por el ordenamiento nacional e internacional a fin de que el conflicto se resuelva segun las normas vigentes en el territorio nacional. Por su parte, el articulo 2o ordinal 6o es constitucional, en el entendido de que las exenciones otorgadas deben limitarse a aquellas que traten sobre tributos nacionales.
