- Primero. REVOCAR las sentencias objeto de revisión, y en su lugar conceder la tutela por las razones expuestas en el presente fallo.
- Segundo. Dejar sin efectos la Resolución No. 009100/99 por cuanto violó el debido proceso y consecuencialmente se deberá cumplir con lo decidido en la Resolución No. 002078 del 13 de mayo de 1.999.
- Tercero. Por Secretaría líbrese la comunicación de que trata el artículo 36 del decreto 2591 de 1991.
