Primero. CONFIRMAR el fallo del Juzgado Penal del Circuito de Envigado, Antioquia de fecha 23 de junio de 1999, que a su vez confirmó el fallo del Juzgado
Segundo. Penal Municipal de fecha 31 de mayo de 1999, pero por las razones expuestas en esta providencia.
Segundo. Hacer un llamado a los jueces de instancia para que en el futuro se abstengan de cometer las omisiones procesales detalladas por la Corte, en la parte motiva de esta providencia.
Tercero. Exhortar al Congreso de la República para que inicie el proceso legislativo que termine con la expedición de una norma que regule la tenencia o no como mascota de algunas razas de perro consideradas "problemáticos" como es el pitbull.
Cuarto. Por Secretaría General, líbrense las comunicaciones previstas en el artículo 36 del Decreto 2591 de 1991, para los efectos allí contemplados.
