Primero. REVOCAR la sentencia proferida por el Tribunal Contencioso Administrativo del Chocó, el 18 de noviembre de 1999, y en su lugar CONCEDER la tutela de los derechos de petición y de acceso a los documentos públicos del señor Erlin Murillo Mosquera contra el Gerente de la Empresa Municipal de Servicios Públicos de Istmina.
Segundo. ORDENAR al Gerente de la Empresa Municipal de Servicios Públicos de Istmina, que en el término de 48 horas siguientes a la notificación del presente fallo, proceda a entregar las copias solicitadas, a través de apoderado, por Erlin Murillo Mosquera.
Tercero. LÍBRESE por Secretaría la comunicación de que trata el artículo 36 del Decreto 2591 de 1991, para los efectos allí contemplados.
