PRIMERO. REVOCAR la sentencia proferida por el Consejo de Estado, Sala Plena de lo Contencioso Administrativo, el veinticuatro (24) de Febrero de mil novecientos noventa y tres (1993), que confirmó la del Tribunal Administrativo del Cesar del diecisiete (17) de Noviembre de mil novecientos noventa y dos (1992), por las razones expuestas en la parte motiva de esta providencia.
SEGUNDO. CONCEDER al señor VICTOR JOSE CADENA CARO la tutela de su derecho a obtener las copias por él solicitadas ante la Dirección del INURBE, Regional Cesar.
TERCERO. ORDENAR al actual Director del INURBE, Regional Cesar que expida las copias de los documentos solicitados por el peticionario VICTOR JOSE CADENA CARO en el término de cuarenta y ocho (48) horas, contado a partir de la notificación de esta providencia, si para la fecha de esta última no ha sido resuelta la solicitud.
CUARTO. LIBRENSE por secretaría las comunicaciones de que trata el Artículo 36 del Decreto 2591 de 1991 para los efectos allí contemplados.
