PRIMERO. REVOCAR el fallo del Tribunal Superior de Medellín de fecha 22 de marzo de 2002 y en su lugar CONCEDER la tutela impetrada por las razones expuestas en las consideraciones de este fallo.
SEGUNDO. ORDENAR al INSTITUTO DE SEGUROS SOCIAL, la inclusión en nómina, en un término perentorio de cuarenta y ocho horas (48), y el pago de las mesadas a la señora Ruth Fabiola Calle Muñetón so pena de incurrir en las sanciones que contempla el artículo 52 del Decreto 2591 de 1991.
TERCERO. LÍBRENSE por Secretaría las comunicaciones de que trata el artículo 36 del Decreto 2591 de 1991, para los efectos allí contemplados.
