- Primero. REVOCAR la sentencia proferida por el Juzgado Catorce Civil del Circuito de Bogotá. En consecuencia conceder la tutela del derecho de petición de la señora ALBA LUCIA SILVA.
- Segundo. ORDENAR al Alcalde Mayor de Bogotá, o quien haga sus veces, que en el término de cuarenta y ocho horas contadas a partir de la notificación de esta sentencia, profiera una respuesta de fondo, concreta y completamente sobre todas las peticiones elevadas por la accionante el día 24 de julio de 2003.
- Tercero. Por Secretaría, líbrense la comunicación de que trata el artículo 36 del decreto 2591 de 1991
