PRIMERO. REVOCAR la sentencia proferida por el Consejo de Estado, Sala Plena de lo Contencioso Administrativo, el veintitres (23) de Marzo de mil novecientos noventa y tres (1993), y en su lugar CONFIRMAR la proferida por el Tribunal Administrativo de Antioquia, Sección Segunda del diecinueve (19) de Febrero de mil novecientos noventa y tres (1993), por las razones expuestas en la parte motiva de esta providencia. En consecuencia, la Dirección General de Aduanas decidirá expresamente el recurso de apelación interpuesto por la sociedad NUEVA ERA LIMITADA IMPORTACIONES Y EXPORTACIONES, dentro del término improrrogable de cuarenta y ocho (48) horas, contado a partir de la notificación de esta sentencia, si para la notificación de ésta última no ha sido resuelto el recurso y siempre que no se haya presentado la demanda correspondiente.
SEGUNDO. LIBRENSE por secretaría las comunicaciones de que trata el Artículo 36 del Decreto 2591, para los efectos allí contemplados.
