- Primero. CONFIRMAR los fallos proferidos por el Juzgado Veintidós Civil del Circuito de Santafé de Bogotá, el 8 de junio de 1993 al resolver sobre la acción de tutela instaurada por FELIPE EDUARDO MONROY SANCHEZ; por el Tribunal Superior del Distrito Judicial de Santafé de Bogotá, Sala Civil el 13 de julio de 1993 en lo referente a la acción que intentó LUIS ANTONIO BARBA FONTALVO y por la Sala Plena de lo Contencioso Administrativo, del Consejo de Estado el 23 de julio de 1992 en lo concerniente a la acción de tutela incoada por ISMAEL ENRIQUE MARQUEZ, por las razones expuestas en la presente providencia.
- Segundo. Por Secretaría líbrense las comunicaciones de que trata el artículo 36 del Decreto 2591 de 1991.
