- PRIMERO. CONFIRMAR las sentencias proferidas por el Honorable Consejo de Estado, Sala Plena de lo Contencioso Administrativo, el día veinte (20) de abril de mil novecientos noventa y tres (1993), y por el Tribunal Administrativo de Cundinamarca, Sección Primera, el dieciocho (18) de marzo del mismo año, por las razones expuestas en la parte motiva de esta providencia.
- SEGUNDO. LIBRENSE por secretaría las comunicaciones de que trata el Artículo 36 del Decreto 2591, para los efectos allí contemplados.
