- PRIMERO. CONFIRMAR, pero por los motivos expuestos en los fundamentos jurídicos de esta providencia, la sentencia de la Sala Plena del Consejo de Estado del 20 de octubre de 1992, por la cual se revocó la sentencia de septiembre 9 de 1992, proferida por el Tribunal Administrativo del Atlántico que concediera la tutela solicitada por los peticionarios.
