- Primero. REVOCAR la sentencia de octubre veintisiete (27) de mil novecientos noventa y nueve (1999) proferida por el Juzgado
- Segundo. Penal Municipal de Manizales. En su lugar CONCEDER la tutela de los derechos a una vida digna, a la salud, a la integridad física y a la seguridad social de la menor Vanessa Villegas Ramírez.
- Segundo. ORDENAR al Instituto de Seguros Sociales, Seccional Caldas, autorice, en el término de cuarenta y ocho (48) horas, contados a partir de la notificación de esta sentencia, y si aún no lo hubiere hecho, el exámen médico que requiere la menor Vanessa Villegas Ramírez y le preste la atención médica que requiere en forma urgente.
- Tercero. Por Secretaría, líbrese la comunicación prevista en el artículo 36 del Decreto 2591 de 1991.
