- segundo. del articulo 131 de la Ley 600 de 2000, en el entendido que la facultad alli consagrada la pueden ejercer los estudiantes de derecho adscritos a los consultorios juridicos siempre y cuando en el lugar correspondiente no existan abogados titulados o temporalmente habilitados segun la ley, o ante la imposibilidad fisica y material de contar con su presencia o la de un defensor publico y que acrediten idoneidad mediante certificacion expedida por la universidad correspondiente.
