- Primero. REVOCAR en su integridad la sentencia proferida por el Juzgado 43 Civil Municipal de Bogotá.
- Segundo. TUTELAR el derecho al debido proceso del actor Carlos Julio Pulido Ávila. En consecuencia, se ordena a la Empresa de Acueducto y Alcantarillado de Bogotá, si es que aún no lo ha hecho, restablecer el servicio de acueducto al inmueble por él ocupado y localizado en la Transversal 31 A Nro.147-48 de esta ciudad, hasta tanto resuelva la reclamación presentada por el propietario de tal inmueble el 6 de septiembre de 2000.
- Tercero. Por Secretaría, LÍBRESE la comunicación prevista en el artículo 36 del Decreto 2591 de 1991, para los fines allí contemplados.
