PRIMERO. REVOCAR el fallo del Juzgado Promiscuo de Familia de Puerto Inírida materia de revisión, y en su lugar TUTELAR el derecho a la igualdad del señor Félix Gómez González, como mecanismo transitorio, limitado a los cuatro (4) meses siguientes a la notificación de esta providencia, lapso en el cual el actor deberá acudir ante la Jurisdicción de lo Contencioso-Administrativo para ejercer las acciones procedentes. Si no lo hiciere, una vez cumplido el término aquí fijado, se terminará también la protección temporal.
Denegar la tutela en lo atinente al derecho de participación, que no ha sido violado, por las razones expuestas en la parte motiva.
SEGUNDO. ORDENAR a la Gobernación del Guainía inaplicar la circular 003 de febrero 2 de 1994 al señor Félix Gómez González, en todo lo que pueda implicar una discriminación en razón de su lengua materna y abstenerse en el futuro de incurrir en hechos como los que originaron el presente proceso.
