- PRIMERO. REVOCAR el Fallo de 18 de enero de 1994 proferido por la Sala Laboral de la Corte Suprema de Justicia, mediante el cual se confirmó el Fallo de fecha 12 de noviembre de 1993 proferido por la Sala Laboral del Tribunal Superior de Barranquilla, que negó la acción de tutela interpuesta por el municipio de Sabanalarga.
- SEGUNDO. TUTELAR el derecho al debido proceso del municipio de Sabanalarga (Atlántico).
- TERCERO. ORDENAR al Juez Promiscuo del Circuito de Sabanalarga que, de conformidad con el Art. 513 del C.P.C., DECRETE EL DESEMBARGO de los dineros provenientes de las transferencias recibidas por concepto del IVA, medida cautelar que fue decretada dentro del proceso ejecutivo 2166 adelantado por Roberto Manotas Martínez en contra de la actora.
