PRIMERO. REVOCAR la sentencia de marzo 14 de 1995 proferida por el Tribunal Superior del Distrito Judicial de Neiva, Sala Civil Laboral, en segunda instancia y la sentencia de 6 de febrero del ano en curso, proferida por el Juzgado
Segundo. Laboral del Circuito de Neiva, en primera instancia.
SEGUNDO. CONCEDER, por las razones expuestas en la parte motiva de esta providencia, la tutela impetrada y, en consecuencia, se ordena al Gobernador del Departamento del Huila, que, en el termino de un mes, contado a partir de la notificacion de esta sentencia, proceda a efectuar el nombramiento de CARMEN ALICIA BOTACHE CAPERA en el cargo para el cual se presento a concurso publico habiendo ocupado el primer lugar.
TERCERO. El Juzgado
Segundo. Laboral del Circuito de Neiva vigilara el estricto cumplimiento de lo ordenado en esta providencia.
CUARTO. LIBRENSE las comunicaciones de que trata el articulo 36 del Decreto 2591 de 1991.
