PRIMERO. REVOCAR el ordinal 1° de la sentencia del H. Tribunal del Distrito Judicial de Cartagena -Sala Civil- del 11 de enero de 1995 y, en su lugar, CONFIRMAR la sentencia del Juzgado
Primero. Civil del Circuito de Cartagena que concedió la tutela impetrada por la señora Beatriz Julia Vega Orozco, con la MODIFICACIÓN de que en el término de 48 horas la Secretaría de Educación de Cartagena Distrito Turístico y Cultural procederá a rehacer la lista de elegibles, colocando a la peticionaria en el lugar que corresponda de acuerdo con el puntaje realmente obtenido en el concurso, y a efectuar su nombramiento en el cargo para el cual concursó, respetando estrictamente el orden de la lista de elegibles.
SEGUNDO. CONFIRMAR el ordinal 2° de la sentencia del Tribunal en cuanto ordena remitir copias auténticas a la fiscalía correspondiente con el fin de que se investigue la conducta de la Secretaria de Educación Distrital señora Rosario Bueno Buelvas.
TERCERO. LIBRENSE las comunicaciones previstas en el artículo 36 del Decreto 2591 de 1991.
