- PRIMERO. Declarar EXEQUIBLE la expresion "la conformacion de lista de elegibles" del articulo 4deg del Decreto 1222 de 1993, bajo el entendido de que conforme a la sentencia C-040 de 1995, el ganador del concurso debera ser el nominado y que efectuado uno o mas nombramientos, los puestos se supliran de acuerdo con las personas que sigan en estricto orden descendente.
