- Primero. REVOCAR la sentencia proferida, el 19 de septiembre de 2001, por el Tribunal Contencioso Administrativo del Cauca, por los motivos expuestos en la presente providencia. En consecuencia CONCEDER el amparo en favor del demandante y ORDENAR al señor Alcalde del Municipio de Popayán que si aún no lo ha hecho, proceda dentro de las cuarenta y ocho (48) horas siguientes a la notificación del presente fallo a cancelar al demandante los salarios adeudados, previos los trámites administrativos y financieros a que haya lugar de acuerdo con la ley.
- Segundo. El desacato a lo ordenado en esta providencia, se sancionará de conformidad con lo señalado en el artículo 52 del Decreto 2591 de 1991.
- Tercero. Por Secretaría General, LÍBRENSE las comunicaciones a que se refiere el artículo 36 del decreto 2591 de 1991.
