- Primero. REVOCAR la sentencia del 18 de septiembre de 1998, expedida en segunda instancia por la Sala Civil del Tribunal Superior de Cali dentro del expediente de la referencia.
- Segundo. TUTELAR los derechos constitucionales fundamentales a la vida digna, al trabajo en condiciones dignas y justas, y a la seguridad social en conexion con ellos que le asisten a Arnulfo Banguero y, en consecuencia, ordenar al Instituto Financiero y de Fomento para el Desarrollo Municipal de Palmira que, dentro de las cuarenta y ocho (48) horas siguientes a la notificacion de la presente providencia, reanude el pago de las mesadas pensionales en lo que constituye el minimo vital del demandante, a partir del mes de febrero de 1999, en caso de que aun no lo hubiere hecho.
- Tercero. El Instituto demandado debera, dentro de los cuatro meses siguientes a la notificacion de esta sentencia, agotar todas las gestiones administrativas y presupuestales pertinentes para que, en adelante, no vuelva a retrasar el pago de las mesadas pensionales al demandante.
