- Segundo. CONFIRMAR la sentencia proferida el 28 de mayo de 2003 por el Juzgado
- Cuarto. Penal del Circuito de Popayán, dentro de la acción de tutela iniciada por Augusto Valencia Rivera y Luis Alberto Valencia Rivera contra el director del diario "EL LIBERAL" Guillermo Alberto González Mosquera y contra el periodista Silvio Sierra Sierra de "Radio Súper".
- Tercero. Líbrense por Secretaría, las comunicaciones de que trata el artículo 36 del Decreto 2591 de 1991.
