- en nombre del pueblo y por mandato de la Constitucion,
- R E S U E L V E:
- INHIBIRSE para emitir pronunciamiento de fondo en relacion con la acusacion formulada contra las expresiones "En consecuencia, para la Vigencia Fiscal de 1995 se incorporara un valor de $34.141.3 millones, iguales al derecho que tienen las entidades territoriales sobre una octava parte de dichos recursos. En los proximos siete anos el saldo se continuara incorporando al presupuesto por octavas partes, dandole la participacion correspondiente a las entidades territoriales", contenidas en el articulo 5o de la Ley 217 de 1995 "Por la cual se decretan unos traslados en la Ley de Apropiaciones para la vigencia fiscal de 1995", por carencia actual de objeto.
